한국의 발전 노조 파업투쟁 국제적 지지/연대 메시지 쇄도

발전노조의 파업이 6일째를 맞고 있는 가운데, 한국 정부의 민영화 정책 및 발전부문 매각에 반대하는 각국 노동자, 정당, 사회단체의 연대 메시지가 쇄도하고 있다. 일본, 말레이시아는 물론 미국, 독일, 캐나다, 남아프리카 등에서도 발전노동자의 파업을 지지하는 성명이 연일 발표되고 있다.

일본의 신자유주의 세계화에 반대하는 단체인 ATTAC (Association for the Taxation of financial Transactions for the Aid of Citizens) 성명을 통해, 일본이 신자유주의 경제 민영화 정책을 시행했던 것을 비판하면서, 한국 정부는 민영화의 길을 걸어서는 안된다고 촉구했다. 일본 노동네트워크는 한국 발전노조의 투쟁을 지지하는 홈페이지를 제작하여 일본 내에 한국 발전노조의 투쟁을 알리고 있다. 또한, 일본 국철 노동조합 해고노동자 그룹은 성명을 발표하고 1987년 일본 국철의 민영화와 분할매각에 의해 수많은 노동자들의 해고되었고 철도사고가 끊이지 않고 있다며, 한국의 발전과 공공부문 노동자의 파업이 승리하기를 기원하였다.

What will happen after privatization is very clear to everybody. We are Japan National Railways Workers' Union Dismissed Workers' Group (KOKORO Tosodan) dismissed by division and privatization of the Japan National Railways in 1987. Our struggle by 1,047 dismissed workers including
966 members of the Japan National Railways Workers' Union (KOKURO) for cancellation of dismissal and reinstatement to Japan Railway (JR) companies established after privatization has continued for 16 years.
We're convinced through our own experiences that your struggle is one with justice. We strongly support your struggle. As you know, Japanese economy is very serious now, and thousands of workers are fired everyday! This situation is resulted from Japanese Government's neo liberalistic policy and wee believe this is completely wrong. Japanese railway company was privatized almost 20 years ago, many railway workers were fired, but nothing has changed better for workers. Korean people must learn Japan's failure! 한편, 미국의 노동단체와 노조에서도 연대의 메시지가 들어오고 있다. 미국 노동자들은 캘리포니아 전력사태에서 보듯이 발전소의 민영화와 매각은 커다란 사회문제가 되고 있다고 강조하고 정부의 신자유주의 구조조정과 민영화 정책을 철회할 것을 요구하였다. 또한, 오클랜드 교육연합과 시애틀, 캘리포니아 등지에서는 노동자 개인이 발전 파업에 지지하는 메시지를 보내고 있다.
Here in California we have felt the effects of privatization and deregulation. We are now being gouged by the utility owners and last summer we had power outages in the most technologically advanced area in the world. Why is it that these capitalists want privatization. It is not for efficiency since publicly owned utilities in the cities of Los Angeles and Alameda are run efficiently and are provide less costly power than privatized utilities. The reason is that the capitalists want to steal public power and enrich themselves and their stockholders.

Dear President, Ministers Of Labour, Construction & Transportation and Speaker of the National Assembly,

We, from Peoples's Manifesto Initiative (PMI), a coalition of people organizations and NGOs from Malaysia wish to convey our serious concern towards the latest development of the Korean workers and trade union struggle in Korea.

We understand that many workers have been retrenched due to the structural adjustment and further privatization plan that will be implemented in the public service sectors. Hence, many workers have been retrenched, further worsening working condition and suppression of workers/Trade union rights in resisting any further suppressive policies towards workers.

We strongly condone the Korean government that is attempting to privatize and sell off to foreign monopoly capital, most of Korea's core national industries including the railway, gas and electricity. We regards this as part of the serious attempt of selling off the livelihood and future of the working class and the Korean people.

Hence, we wish to convey our regretless in pertaining of the current Korean anti- workers and peoples policy that disregards the important of the nationalization of the public service sectors for the welfare of the Korean masses .Instead now, the privatization will only benefit the foreign/local capital, but not the masses of the Korean. Besides, we wish to raise concern about the crucial task of providing the better public service that is actually the responsibility of the state.


We solute the determination of the Korean workers and unions in resisting the anti- people neo-liberalism and uphold the working class interests. We from the international community will continue to support and stay close with the Korean workers and trade unions for their justice cause and struggle !

Hence, we support the demands of the strikers and call for the Korean authority concerns :

1) Withdrawal of the plans for privatization of the strategic public utilities
2) The public sectors workers who were retrenched due to the IMF-WB restructuring adjustment policy shall be reinstated.
3) Working hour reduction which does not discriminate against workers in small- to-medium enterprises and in various atypical employment
4) Call for the unconditional release of all the imprisoned trade unionists, including the KCTU President Dan Byung-ho.
5) Recognize the rights and legitimacy of the workers and trade unions to hold general strike
6) No violence shall be employed to break the workers strike and further intimidation towards the union and their leaders.

이 밖에 멀리 독일의 정당과 남아공 노동조합에서도 공공부문의 파업을 지지하는 성명을 발표하는 등 발전 노조의 파업투쟁이 장기화 되면서 해외의 연대 메시지가 계속해서 늘어나고 있다.

이처럼 한국에서 발전노조와 공공부문의 파업은 국제적으로 큰 관심을 보이고 있으며, 실제 민영화 정책으로 인한 폐해를 먼저 경험한 일본과 미국의 노동자들은 자신들의 투쟁처럼 지지메시지를 보내고 있다. 전세계의 노동자들은 한국 발전노조 파업투쟁의 승리가 국제적으로 신자유주의 정책에 대항한 노동자 투쟁에 대단히 중요한 의미가 있다고 보고 있으며 이 투쟁이 반드시 승리하기를 기대하고 있다.
