[기고] 한국 스카우트 연맹에 보내는 공개서한

생태학살의 현장에서 자연을 사랑하며 평화를 기원하는 청소년들의 대회가 열리는 것에 반대합니다. 이에 보이콧을 촉구하는 공개서한을 발송합니다. 또 독자 여러분에게 아래 영문 서한을 복사하여 전세계 스카우트 공식 이메일 주소로 보내주시길 요청드립니다.


안녕하세요, 한국 스카우트 연맹 여러분!

우리는 새만금신공항백지화공동행동입니다. 우리의 목표는 새만금 갯벌을 지키고 갯벌 매립과 새만금신공항 건설을 저지하는 것입니다.

새만금갯벌은 세계 5대 갯벌이지만, 새만금 방조제 건설과 매립으로 심각하게 훼손되고 있습니다. 올해 25회 세계 잼버리 대회가 이 생태파괴의 현장에서 열리는 것을 안타깝게 생각합니다. 우리는 모든 스카우트 대원이 새만금의 역사에 대해 알고, 이 거대한 생태학살의 그린워싱에 참여하지 않기를 바랍니다. 스카우트 정신에 위배되는 사업을 진행하고 있는 새만금에서의 잼버리대회를 보이콧해주십시오.

서해 연안은 얕은 대륙붕과 큰 조수간만의 차이로 형성된 갯벌이 폭넓게 존재하며, 해양생태계와 철새, 사람들이 이 서해 갯벌에 기대어 살아오고 있었습니다. 하지만 이 소중한 갯벌이 공격적인 매립과 오염으로 인해 파괴되고 있습니다.

새만금 사업은 1991년 노태우 당시 대통령 후보가 전북 지역의 표심을 얻기 위해 급조한 것으로, 단군 이래 최대 규모의 토건 사업입니다. 쌀 농사를 지을 논이 부족하니 매립이 필요하다는 논리로 시작되었으나, 이미 당시에도 한국은 쌀 소비와 인구가 감소할 것으로 예측되었기 때문에 이 논거는 사실이 아니었습니다. 갯벌이 사라지면 갯벌에 기대어 사는 어민들과 많은 생물종들이 살아갈 수 없게 됩니다. 또한 시화호 역시 방조제로 바다와 분리된 후 부패하여 거대한 죽음의 무산소 물덩어리가 되었던 정책 실패가 새만금호에도 똑같이 반복될 것이 예상되었기 때문에 새만금 사업은 큰 사회적 반대에 부딪혔습니다.

그러나 결국 2006년 새만금 갯벌을 바다에서 분리시키는 방조제가 완성되어 어민들은 삶터를 잃고 농어촌공사에서 방조제 수문 시간을 공개하지 않아 언제 바닷물이 밀려들어오는지 알 수 없었던 이유로 한 어민은 갯벌에서 익사하였습니다. 또한 새들과 무척추동물을 포함한 1000종 이상의 생물들이 절멸했습니다. 2006년까지 호주에서 출발해 매년 새만금 갯벌을 찾아와 먹이 활동을 하고 다시 시베리아까지 날아가던 붉은어깨도요를 예로 들자면, 방조제가 완공된 사실을 모른 채 말라붙은 새만금 갯벌에 내려앉아 대부분이 굶어죽었습니다. 2007년에 새만금 갯벌을 향해 떠났던 붉은어깨도요의 93%가 지구상에서 사라져 버렸고, 이는 붉은어깨도요의 전 지구 개체수 1/3에 해당하는 것입니다. 인간으로 치면, 75억명 중 25억명이 한번에 굶어 죽은 것입니다.

또한 시화호의 실패가 반복되어 새만금호는 5등급 수질에도 전혀 맞출 수 없는 거대한 빈산소 수괴가 되었습니다. 2020년 환경부는 유일한 해결책이 전면적인 해수 유통, 즉 방조제를 항시 열어 놓아 바닷물이 계속 순환하게 하는 것뿐이라고 밝혔습니다. 이렇게 되면 갯벌이 되살아나고 갯벌 매립을 멈추어야 하니 한국 정부는 하루 한 번이던 해수 유통을 두 번으로 늘리는 미온적인 변화만 주고 정책 실패를 아직 공인하지 않고 있습니다.

더 놀라운 것은 한국은 더 이상 땅이 모자라지도 않고, 지금 새만금 갯벌을 매립해서 무슨 용도로 쓸지 정해지지도 않는데, 일단 매립부터 하고 있다는 점입니다. 잘못된 정책이면 일단 매립을 멈추고 그 다음 결정을 해야 할 텐데, 맹목적으로 매립을 하고 있어, 아직 남은 갯벌에 살고 있는 뭇 생명들이 큰 위협을 받고 있습니다.

한편 한국의 갯벌은 그 뛰어난 생태학적, 기후적, 문화적 가치를 인정받아 2021년 유네스코 자연유산으로 등록되었습니다. 새만금 갯벌 바로 위에 붙어 있는 서천 갯벌 또한 유네스코 자연유산입니다. 새만금 갯벌도 방조제를 열고 매립을 멈추기만 하면 다시 살아날 수 있습니다. 실제로 2020년 해수유통을 조금 늘리기만 했는데도, 10년 동안 보이지 않던 멸종위기종 흰발농게가 2021년 다시 발견되었습니다.

그리고 지금은 무엇보다 기후변화, 기후위기, 기후붕괴의 시대입니다. 이런 시대에 이산화탄소를 흡수하는 갯벌을 매립한다는 것은 도무지 납득하기 어려운 정책입니다. 기후위기로 여름의 폭염은 더 심해져서 새만금 매립지는 8월에 극심한 열기에 노출됩니다. 갯벌을 복원하면 폭염, 태풍, 해일로부터 완충지대를 회복하는 것입니다.

붉은어깨도요에게 일어난 비극이 지금 이 시간에도 쇠제비갈매기, 검은머리갈매기, 황새, 저어새 등에게 일어나고 있습니다. 매립을 멈추고 이 생명들이 살아갈 공간을 마련해야 인간 역시 살아갈 수 있습니다.

  해창갯벌은 삼보일배가 시작된 곳으로 새만금 갯벌 살리기의 성지이다

심지어 2023잼버리대회는 그 자체로 대규모 생태파괴를 일으키며 준비되었습니다. 잼버리 대회를 위해서 무려 267만평의 갯벌을 일부러 매립해 야영부지를 조성했기 때문입니다. 특히, 이곳은 새만금 보전 운동의 성지와도 같은 해창 갯벌입니다. 2003년 320km의 삼보일배를 시작한 바로 그곳입니다. 이미 매립된 부지가 넓게 존재하기 때문에, 잼버리 대회를 위해서 굳이 매립할 필요도 없었습니다. 2주 행사를 위해 2천억원 넘는 토건 사업을 벌여, 다시 갯벌로 살아날 수 있는 곳을 매립한 것입니다. 농지관리를 위한 기금을 잼버리대회를 핑계로 끌어다 일단 매립부터 하고 보자는 속셈이었습니다. 매립을 위한 매립토는 새만금호 바닥의 흙을 퍼올려 조달하는데, 이 과정에서 이미 썩은 새만금호에는 빈산소수괴(용존산소 0에 가까운 썩은 물덩어리)가 더 생기게 됩니다.

이 지구상에서 가장 중요한 습지 생태계 중 하나인 새만금 갯벌을 파괴한 바로 그 현장에서 열리는 잼버리 대회를 재고하여 주십시오. 이 잘못된 새만금사업에 면죄부를 주지 마십시오. 이 매립지를 그린워싱하지 말아 주십시오.

만약 잼버리 대회에 참여하러 오신다면, ‘갯벌을 살리자’ ‘매립을 중단하라’ ‘갯벌을 복원하라’ ‘24시간 해수유통하라’ ‘뭇 생명들과 같이 살자’ 같은 피켓을 만들어 오시길 청합니다. 이런 메시지는 세계 시민과 미래 세대에게 크게 환영받을 것입니다.

스카우트는 청소년들이 대자연 속에서 단체 생활을 통해 스스로 자신의 잠재능력을 계발하게 하여 국가 사회와 세계평화에 이바지할 건전한 청소년을 키우는 것을 목표로 한다고 나와 있습니다. 스카우트 법에 따르면 “스카우트는 동물들의 친구다. 스카우트는 동물들을 고통으로부터 최대한 구해야 하며, 불필요하게 어떤 동물도 –심지어 파리라도- 죽이지 않아야 한다. 왜냐하면 신의 피조물이기 때문이다.”라고 되어 있습니다. 우리는 새만금 사업이 스카우트 정신에 어긋난다고 생각합니다.

새만금 방조제 완공 후 ‘새만금 락 페스티벌’이라는 것을 열어 완공을 축하하려던 계획은, 뮤지션들의 보이콧과 반대운동에 부딪혀 실패로 돌아간 바 있습니다. 부디 잼버리 대회 참가자들이 현명한 선택을 하길 빕니다.

Please boycott Jamboree in Saemangeum, the field of ecocide!
Dear members of Scouts

We hope this e-mail finds you well. We are Joint Action for the Cancellation of Saemangeum New Airport (JA) in South Korea. Our goal is to save Saemangeum tidal flat and stop the ongoing reclamation.

The Saemangeum tidal flat was once one of the largest in the world. Sadly, it is in part now almost lifeless due to the reclamation. This year, the 25th World Scout Jamboree will be held in this area of ecological destruction. We urge all scouts to learn about the history of Saemangeum, and avoid participating in the greenwashing of this massive ecocide.

The tidal flats of the Yellow Sea are among the five largest in the world, encompassing Korea (both North and South) and China. The region has a shallow shelf and an archipelago with significant macrotidal conditions of 4-9 meters. This energy has enriched the marine ecosystem, allowed migratory birds to flourish, and provided homes and food for over 150 million people living nearby. However, these tidal flats are currently endangered by aggressive reclamation and pollution.

One of the notorious reclamations is that on Saemangeum area of the Yellow Sea tidal flats. It would be the biggest construction ever since humans first set foot on the Korean peninsula. The politicians falsely claimed that more fields would be needed for rice farming, which was untrue because both rice consumption and the population of South Korea were predicted to decline and are now declining. Another issue was putrefaction after the isolation from the sea as the tidal flat couldn’t purify the organic materials from terrestrial origin.

After the completion of seawalls in Saemangeum in 2006, the fishery people lost their homes and more than 1,000 of species including endangered birds and invertebrates died away.

In 2007, a staggering 93% of the great knots (Calidris tenuirostris) that had migrated to Saemangeum perished from starvation. This catastrophic event resulted in the loss of one-third of the entire great knot population on Earth. The reclamation project caused the collapse of the marine ecosystem in the area, and the inland water body which was isolated from the sea became anaerobic, leading to a complete breakdown of the natural balance.

The value of water purification of Korean tidal flats is estimated 14.2 trillion KRW(~11 billion USD) annually. This estimate does not even include the value of blue carbon or biodiversity. And the Korean tidal flats have been received for their outstanding universal value. In 2021, the Korean tidal flats were registered as a UNESCO World Heritage, recognizing their unique ecological and cultural significance. The reclamation of Saemangeum was established before this registration and couldn’t incorporate the up-to-date value.

The ecocide of many species is still going on in the Saemangeum area, and Korean people are fighting to conserve and restore the tidal flat.

We kindly request that you refrain from attending the 25th World Scout Jamboree in Saemangeum, which is an enormous graveyard carved with the ecocide of the most significant wetland ecosystem of the planet. Please avoid glorifying the reclamation of Saemangeum tidal flat. Please join the effort to save tidal flats around the globe.

It is widely known that “The Mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.” According to Scout Law, "A Scout is a friend to animals. He should save them as far as possible from pain, and should not kill any animal unnecessarily, even if it is only a fly – for it is one of God's creatures." We believe that the Saemangeum reclamation project goes against the Scout Vision and Law.

Furthermore, after the seawalls were finished, the climate in the region also deteriorated, and it is extremely hot there in August. Please check the weather forecast before visiting the site.

If you have already arranged a trip to Korea, please bring your own message of preserving and restoring tidal flats. You can make pickets or banners presenting "Save Saemangeum tidal flat", "Stop reclamation", "Stop Saemangeum New airport", "Restore tidal flats", etc. This would be greatly appreciated by citizens around the world and future generations.
